En tout cas ça semble bien être la norme. VOici ce qu'écrivait Vincent
COnnares (d'origine espagnole je crois) du temps où il travaillait
encore pour Microsoft :

Mais il dit aussi :Uppercase alignment : This is a simple 180 degree
rotation with no vertical offset
                          from the position of the question and
exclamation. Used very commonly in

et il montre un texte en Georgia (de Matthew carter) où les ¡ et ¿ sont
alignés sur la ligne de base :
