J'ai trouvé ça sur la FAQ du /Chicago manual of style/ :

In what is sometimes called the British style, only those punctuation points that appeared in 
the original material should be included within the quotation marks; all others follow the 
closing quotation marks. This system works best with single quotation marks. (The British 
tend to use double quotation marks only for quotations within quotations.)

Je ne sais pas ce que vaut cette règle mais ça semble confirmer qu'il s'agit d'un problème 
graphique : si le guillemet fermant chasse peu, il est moins gênant de placer la ponctuation 
basse après...
