=> en vertu de  : "Capitals make a word or words specific in their reference [...] Capitalise the names of institutions, organisations, societies, movements, and the adjectives related to them." (Oxford Manual of Style, p. 73 (2002)) C'est la règle générale en anglais, que l'institution/organisation soit français, ou anglais, ou autre. Et c'est la règle de l'OMS et MLA.
